Jake and Eric are distraught when they learn that the new administrator who has been sent to Jericho is Goetz - the Ravenwood leader that threatened their town and their lives when the country was in dire straights. It appears that Goetz' role with Jennings and Rall puts him above the law - a fact that Jake and Eric can't live with.
Dale arrives in town with the vaccine for the Hudson River Virus but Goetz confiscates it, claiming that it may be tainted and that the virus isn't a threat. Emily, Dale, and Heather learn via the Ham radio that they ARE in danger. Towns that are only about 600 miles away are sending out messages for help due to the fact that they're not receiving any help and people are dying by the hundreds. With Jake's help, they devise a plan to get the vaccine back and protect the citizens of Jericho.
When Jimmy mistakenly tells Beck about Hawkins and reveals him as an FBI agent, Hawkins decides that his only option is to reveal himself to Beck in order to steer Beck's investigation.
Bonnie toys with the idea of leaving Jericho for the first time in her life and Mimi and Stanley encourage her to see what's out there.
